Are the Wh/kg values pack-level energy density?

No. They are cell reference-class bands. Pack system Wh/kg is lower after BMS, enclosure, connector, and harness are included.

When should a UAV project use the hybrid solid-liquid UAV pack page instead?

Use this cell page for chemistry and density screening. Use the hybrid solid-liquid UAV pack page when 6S / 12S / 14S pack platforms, system Wh/kg, BMS, and airframe integration are the buyer focus.

Why are 400Wh/kg and above not listed as standard options?

Those classes often trade cycle life, validation depth, or supply certainty. Staricell keeps them as project-review only until the approved specification and documents are confirmed.
